The 2025 Energy Code didn’t just rename the program — it strengthened consumer protections. Property owners are entitled to transparency about the rater’s work, the results, and the costs, and to remediation if an inspection was flawed. Three documents put that on paper, and we provide all three on every job.

Before testing begins
Consumer Information Form (CIF)

Explains what the ECC Program is, exactly which tests will be performed at your property, who is performing them, and what your rights are. If a rater starts testing without giving you this, that’s a red flag.

When work is complete
Project Owner Report (POR)

A written summary of which rater company performed the verification, what the results were, and what services and costs were involved. Keep it with your home records; it matters at resale.

The registry record
Project Status Report (PSR)

Generated in CHEERS as soon as results are uploaded. It’s what your building department checks before final approval — your proof the project passed.

One more right worth knowing

ECC Raters now operate under expanded state-mandated quality assurance, including audits of field work. If you ever believe an inspection was performed improperly — by anyone — you can raise it through the registry’s quality assurance process, and we’ll help you do it.
